PhD scholarships
The University of Auckland Business School (where I did my PhD) is advertising some scholarships for PhD students. Full details are here. You get a stipend of NZ$25,000 for three years, plus your tuition fees paid. There are also opportunities to earn more income by teaching, but I think you could get by on the basic stipend.
The economics department at Auckland is pretty good, especially in econometrics and theory (micro / game theory / IO). Peter Phillips and John Panzar both spend at least part of the year there.
